The Investment Dealers Association of Canada has imposed discipline penalties on Barry Kasman, the former chairman and CEO of Rampart Securities Inc. Kasman was fined $200,000 and will not be able to seek regulatory approval for positions with regulatory compliance or regulatory supervisory responsibilities at IDA member firms.
On November 8, 2002, the District Council accepted a settlement agreement in which Kasman admitted that he failed to ensure that Rampart was in compliance with IDA requirements.
Kasman also admitted that he failed to carry out his duties and responsibilities to ensure that Rampart fulfilled representations given to the IDA to put into placeand implement procedures to ensure compliance with association requirements.
