The International Organization of Securities Commissions’ technical committee has published a report outlining proposed principles concerning direct electronic access.

The report spells out current DEA arrangements, as well as the regulatory approaches of various jurisdictions, and identifies and discusses the benefits, potential risks and concerns that are associated with the use of DEA arrangements.

It also identifies three areas in which IOSCO is proposing principles to address the issues raised by the growth in the use of DEA: pre-conditions for DEA, information flow and ensuring adequate systems and controls.

IOSCO is seeking comment on these three topics and it also encourages commentators to raise and address any issue they deem relevant to direct electronic access. The closing date for responses is May 20.
