The Canadian Securities Administrators are republishing for comment a rule to establish the National Registration Database.
The proposed Multilateral Instrument 31-102 National Registration Database requires that certain registration information be submitted to regulators electronically through the NRD and that fees paid in respect of registration and the use of NRD are paid through NRD.
On December 14, 2001, the CSA published for comment earlier drafts of the proposed instrument, forms and companion policy. During the comment period, it received 15 submissions. After reviewing the comments, it is proposing a number of amendments to the 2001 drafts, which are laid out in this latest draft.
The launch of NRD is now expected to occur on November 25. The proposed instrument is scheduled to come into force on November 20, instead of September 1, to accommodate a second comment period. Comments are due on the latest draft by August 15.
