Frank Techar was appointed chief operating officer of Bank of Montreal (BMO) on Nov. 1. In his previous position, he was president and CEO of BMO’s personal and commercial banking businesses in Canada. Techar began his career with BMO in corporate banking in 1984 and has held a variety of senior-management positions in Canada, the U.S. and the U.K. Techar has a degree in science and engineering from Princeton and an MBA from the University of Denver.
